Submission instructions

Proponents must submit their Submissions in accordance with the instructions set out in the attached RFS.
Each Proponent must send one electronic copy of its Submission, consolidated into a single Adobe PDF file, by email to the designated RFS Contact. The email subject line must contain the Proponent’s full legal name and RFS #2026.002.
The attached PDF file must be smaller than 10 MB. Emails containing attachments exceeding 10 MB will be blocked by the Organization’s email filtering system and will be deemed not to have been received. The official submission time will be the date and time the email is received in the RFS Contact’s inbox. Proponents are responsible for allowing sufficient time for electronic transmission.
Proponents must complete and include Appendix A – RFS Submission Form, the Price Evaluation Template, the Technical Criteria Evaluation Template, and the Professional Services and Support Evaluation Template. Proponents are also requested to complete the Delivery and Implementation Timeline Information Template. The Proponent Engagement and Project Delivery Fit Evaluation Template is provided for awareness only and does not require a Proponent response.
Submissions must be in English and must contain all required technical information directly within the Submission. External links and general marketing materials will not be evaluated in place of direct responses. Responses should reference the applicable RFS section or evaluation criterion and must contain sufficient detail to permit evaluation.
Pricing must be stated in Canadian dollars and must include all applicable duties, fees, charges, and taxes, except GST, which must be itemized separately. Assumptions, exclusions, limitations, optional items, dependencies, and other matters that may affect pricing must be clearly identified.
Proponents may amend their Submissions before the Submission Deadline by submitting the amendment in the same manner as the original Submission. The amendment email should use the original subject line with AMENDMENT appended and should clearly identify the portions being amended or replaced.
Questions must be directed by email to the RFS Contact on or before the Deadline for Questions. Proponents are responsible for reviewing the complete RFS, all appendices, and all addenda issued within the established addenda timeline.
In the event of any inconsistency between these submission details and the attached RFS, including its appendices and addenda, the attached RFS documents will govern
