Key Requirements

Professional Designation Confirmation: The Successful Proponent shall provide confirmation that the required engineering portion of the Project will be undertaken or overseen by a Professional Engineer (P.Eng.) in good standing with the Association of Professional Engineers and Geoscientists of Alberta.
Insurance and Indemnity: The Successful Proponent, and any associated subcontractors, shall provide certified copies of Professional Liability Insurance- Errors and Omissions coverage in an amount not less than $5,000,000 on a ‘per-occurrence’ basis.
Workers’ Compensation Board Coverage: The Successful Proponent, and any associated subcontractors, shall at all times carry Workers’ Compensation Board (WCB) coverage of either Alberta or another Association of Workers’ Compensation Boards of Canada board that will extend the required amount of coverage to cover the employee outside of their home province.

Proposal Requirements
Each proposal submitted shall include the following:
A) Company Profile and Contact:
A brief description of the company identifying the services provided by the company, the main contact person, phone number, email address and any other contact information the Proponent deems pertinent to its submission.
Proof of WCB coverage, general liability coverage for the Proponent and any associated subcontractors.
B) Experience Providing the Requested Services:
Identify the number of years your company has been operating and providing consulting services. Identify any previous work performed for Lacombe County or any other service commission, local or provincial government, if applicable.
C) Team Organization/Personnel Qualifications and Experience:
Provide a team organizational chart depicting the structure of the team that will complete the work and a narrative on how the team will achieve the project objectives. Details on subconsultant relationships must be included, if applicable.
Provide names and a summary of qualifications for the key staff who would be assigned to this contract. Identify professional designations held by key staff.
D) References:
Provide three (3) references to showcase experience delivering similar regional water wastewater feasibility studies related scopes of work.
E) Summary Work Plan:
Include a summary work plan identifying methodology, milestones and a schedule for the anticipated completion of project objectives.
Outline any opportunities for project efficiencies, including trade secrets and those that may deviate from the scope proposed but may result in cost savings and/or expedited timelines.
F) Cost Proposal:
A detailed lump sum cost estimate for completion of the Gull Lake Regional Water Wastewater Feasibility Study. All fees must be expressed in Canadian dollars and not include GST.
Cost assumptions should include:
Two - ½ day meetings with the Project Steering Committee. The first meeting, on October 21, 2026, is for project kickoff
the purpose of the second meeting is to present the Final Report and key findings. Estimated meeting date: March 31, 2027. Assumptions should include in-person attendance at the County office. The proponent is responsible for recording and drafting meeting minutes for distribution to the Steering Committee.
